
Authorities in Texas have released investigative footage connected to the fatal police shooting of Ruben Ray Martinez, an incident that occurred in South Padre Island and has since raised questions about the actions and commands given by officers during the encounter.
The video, made public as part of the official investigation, captures the moments leading up to the shooting of Ruben Ray Martinez, a 23-year-old man, during a late-night interaction with law enforcement in March 2025.
Officials say the footage shows several officers from different agencies surrounding Martinez’s vehicle while attempting to control traffic near an earlier accident scene.
According to investigators, law enforcement personnel involved included officers from the South Padre Island Police Department, members of Texas Parks and Wildlife, and federal agents from Homeland Security Investigations (HSI) who were assisting in the area at the time.
In the video, officers can be heard giving instructions as Ruben Ray Martinez drove slowly near the scene.
However, investigators later acknowledged that the commands heard in the footage appear to conflict with one another.
Some officers are seen signaling for the vehicle to move forward while others shout for the driver to stop.
Moments later, Homeland Security Investigations Supervisory Special Agent Jack C. Stevens fired several shots through the driver’s side window of Martinez’s vehicle.
Authorities said Stevens believed another officer was in danger at that moment.
Federal officials reported that HSI Special Agent Hector Sosa was believed to have been struck by the vehicle during the encounter, though the circumstances of that contact remain part of the broader review conducted by investigators.
A passenger who was inside the car, identified as Joshua Orta, later provided testimony to investigators describing the tense moments leading up to the shooting.
According to his statement, Martinez appeared confused by the multiple commands being shouted by officers as the vehicle approached the scene.
Following the incident, Ruben Ray Martinez was transported from the scene to a nearby hospital, where he was later pronounced dead.
The case was investigated by the Texas Rangers along with the Texas Department of Public Safety, and the findings were later presented to a grand jury.
After reviewing the evidence, the grand jury decided not to file criminal charges against Agent Jack C. Stevens.
Despite the legal decision, the release of the investigative video has reignited debate about police procedures and the clarity of commands during high-stress encounters involving multiple agencies.
Family members of Ruben Ray Martinez, along with legal representatives including his mother Rachel Reyes, have continued to call for further transparency regarding the incident.
The case remains a subject of discussion in Texas and across the United States as officials, legal experts, and community members examine the footage and the circumstances that led to the fatal encounter in South Padre Island.
